Plan federalista de Casa Blanca, 23 de enero de 1840

1º. La convención no reconoce autoridad legítima sobre la República Mexicana al presente gobierno de México.

2º. Hasta que un sistema de gobierno no sea determinado por una convención de todos los estados de México, los habitantes de la frontera de la República Mexicana no cesarán de luchar contra el presente gobierno de México.

3º. Se establece un gobierno provisional de la frontera norte compuesto de un presidente y un consejo de cinco miembros propietarios y tres suplentes.

4º. Se autoriza al gobierno provisional a organizar un ejército y armada para hacer la guerra.

5º. Se convocará una convención de delegados de todos los estados de la República para el 28 de mayo o antes si es posible.

Context

Inspired in all likelihood by Juan Pablo Anaya’s much publicised attempts to muster Texan support for the federalists’ cause, this is a Texan pronunciamiento that on the surface appeared to call for the drafting of a new federalist constitution. Having said this, the fact that it called for the establishment of a provisional government for the northern frontier of Mexico (with a president and a council) displayed on the part of these pronunciados a commitment to creating a buffer state between Texas and Mexico, an aim which, as noted in the context section of the Plan federalista de Juan Pablo Anaya of 13 December 1839, was not shared by Anaya or the Mexican federalists who were plotting against the Mexican government in exile from Texas and Louisiana.
